CAPE BRETON & CENTRAL NOVA SCOTIA RWY

The Cape Breton Post reported April 7th that Genesee & Wyoming has not applied to abandon the Cape Breton and Central Nova Scotia Railway north of Port Hawkesbury - yet.  Under the new rules for rail abandonments passed by the Nova Scotia legislature in response to the suspension of service north of Port Hawkesbury, G&W will have to reapply to abandon the line, and has not done so. http://tinyurl.com/zhb8chx

CENTRAL MAINE AND QUEBEC RAILWAY

Central Maine and Quebec has been named "Regional Railroad of the Year" by Railway Age Magazine.  This is certainly vindication given the CM&Q's struggle to rise from the ashes of Montreal, Maine and Atlantic.  Harry Gordon reports CM&Q did well during the annual track inspection by the U.S. Federal Railroad Administration, in stark contrast to its vital southern connection, Pan Am Railways.

EASTERN MAINE RWY / MAINE NORTHERN RWY

Business appears strong, and is apparent in the increasing number of wood chip hoppers coming off the Maine Northern Railway and moving east.  The opening of the new napkin mill at Baileyville, Maine is welcome news.  The second paper machine should be coming on line in a matter of days from this writing.  This mill, as previously reported, is served off the McAdam -- St. Stephen, NB branch.   It is as yet unknown if there will be an increase in outbound shipments from the mill.

I have not seen a lot of evidence of the expected track work this spring subsequent to the U.S. $20 million federal government award to Eastern Maine, Central Maine and Quebec and Pan Am Railways.  Certainly not at the level of last year's work, which preceded the federal grant.  Lots of leased and borrowed (from NBSR) track machines were in evidence after that horrendous winter.  However, this tie train was at the EMR border town of Vanceboro, Maine on June 21, headed by NBSR's little giant track crane.  The three ex-CPR flatcars with carefully spaced tie bundles were evidence of at least some work.  The grant, intended to raise track speeds on all three railroads, tops out at US $34 million for rail, ties and fittings when the US $14M kicked in the by railroads themselves is included.

Track speeds on well kept Eastern Maine Railway have been higher than those on neighbors and connections CM&Q and Pan Am Railways in recent years, with much of Pan Am at 10 mph, and sections of CM&Q still 10 mph.  CM&Q has made dramatic improvements on the Montreal - Brownville Junction line in this respect, but the line from Northern Maine Junction to Oakfield, Maine is mostly 10 mph track.  Evidence of EMR's good maintenance is shown here as NBSR 8144 zips through Danforth, Maine at the head of EMR's westbound train on June 10th.  Paul Donovan photo.

MAINE NORTHERN RAILWAY

LPG shipments to Dead River Co. have resumed to Houlton, Maine after a several year hiatus.  Although the Houlton Branch (formerly the south end of the Bangor and Aroostook Railroad main line) is only served once a week (usually Saturdays) from MNR's Oakfield, Maine yard, the Louisiana Pacific sawmill in New Limerick and Tate and Lyle starch factory on the west edge of Houlton have been good customers, there is precious little business on the east end of the branch.

ONTARIO NORTHLAND RAILWAY (ONT)

On a very overcast  June 11th, Mike Robin shot northbound train 113 rolling into Englehart Yard with ONT SD75I 2101, and ONT SD40-2 1734.

In North Bay Ontario on May 5th, 2016 James Hoffman shot Ontario Northland SD40-2 1733 and three SD40-2 siblings (ONT 1734, 1735 and 1730), at Worthington Street which is the location of the Paint Shop and M-O-W Offices for the Ontario Northland Railway. ONT 1733 wears the most recent paint scheme.

Even with the pouring rain, James Hoffman was still able to pull off a terrific shot with the same Ontario Northland four-unit Lash-Up!  It was shot on the curve into North Bay Yard, using the powerhouse and tall smoke stacks, for his backdrop.  Jim's other photo we posted above was shot at Worthington Street, and was taken on the other side of the Power House.

On June 5th at Kapuskasing's Tembec mill, Mike Robin caught Diesel Electric Services' GP9 DESX 1600 (ex-Ontario Northland), currently on lease to the lumber company.  Note that DESX 1600 has new Tembec labels applied to the nose sides, and that ex-CN GMD1 1910 is also at the mill sitting in the background. ONT SD75I 2103 is captured backing into Shop 4 at Cochrane June 10th. The unit is scheduled to be here for about a week for staff training.

Sad News, as of June 2016, only two 1805 and 1604 are the only two units left in the Ontario Northland Chevron paint scheme. On June 29 2012, ONT GP38-2 1805 was shot on the Northlander by Robert Smith at Engelhart, ON  ONT GP9 1604 was shot by Chris van der Heide at the Yard North Bay in October 2014.

Big Financial 2015 for Guelph Junction Railway

The Guelph Junction Railway saw its 2015 profit for the city increase by $435,000 over 2014.

The railroad said that its net income was $646,000 compared to $206,000 in 2014.

"Revenue was the main driver of the higher net income, exceeding budget substantially by $422,000," says the railroad's annual report that heads to Guelph City Council at the end of the month.

Higher car volumes, as well as some positive synergies realized from improved partnering with Ontario Southland Railway both contributed to these revenue gains," the report says.

The additional income was reinvested back into the company, primarily in the reconstruction of the Eramosa Bridge, which allows for heavier cars to cross.

The expectations for 2016 are looking to continue with freight revenues exceeding budget due to higher than anticipated car volumes. Although some project delays have resulted in reduced revenues so far, management is confident that these will be recouped in other operational areas during the year," the report says.

On June 23 OSR 1620 and OSRX 1401 can be seen leaving Beachville Ontario after setting off extra hoppers car for Putnam Ontario.

I visited the shop June 21st and spotted these units being serviced. FP9u  OSRX 6508 was in for regular maintenance and looking ready to go.

OSR ex C&O Gp9 175 was also in for regular service but scheduled that day on the Tillsonburg Ontario job.

OSRX 507 ex Spruce falls RS 23 was not looking too good as the power unit was going to be used in another locomotive. Once everything of value is removed it might be headed to razor city.

Outside OSRX 1400 and OSR 182 were waiting for their next assignment after returning from Tillsonburg the day before.

Not fair to call the the RIP track but is really a line up of units that will be worked on eventually and hopefully returned to service. OSR 500 OSR 644 OSR 646 OSR 183 OSR 184OSR 51 and CP plow.

Not too many trackmobiles look this good but it shows the pride OSR takes in their equipment.

Upgrades have now been completed at the Ontario Southland Railway shops on CEFX SD60 6009.  June 10th we see OSRX 1401 OSRX 1400 and CEFX 6009 climbing out of Ingersoll, Ontario.  CEFX 6009 was then left in Woodstock Ontario for pickup by CP,  and was returned to its owner.

June 3rd sees OSRX 1401 OSR 1400 power through Beachville Ontario after lifting cars in Woodstock Ontario.

The same day  OSR 1245 OSR 1245 ex CP SW 1200's were working the interchange between CN & CP and are seen here heading to the St Thomas Sub on the connecting track.

And again as they rolled across Thames Street in Ingersoll Ontario.

On June 2nd Luke Bellefleur shot Ontario Southland Railway (OSR) 1594, an ex-CP GP9u getting a new generator at the OSR Shop in Salford, ON.

Last month, Cando GP9RM 4014 has replaced leased CP GP20C 2261 on the OBRY and out of service GP9RM 4009.  Marcus Stevens shot the pair on May 23rd, as the Cando GP9RM was being delivered the OBRY at Streetsville, ON.

MONTREL, MAINE and QUEBEC (MMA)

The reputation of Canada's much criticized rail regulator is being further pummeled, both by its elected master and by the union representing lineside safety inspectors. The government revealed March 9th, 2016 that it has placed Transport Canada under special oversight by the Treasury Board, the country's guardian of public finances. The apparent cause was a hiring binge of rail safety inspectors without budgetary authorization. Then, a day later, the leader of the union representing those same rail inspectors called for a criminal investigation into Transport Canada's top rail regulators with respect to the special treatment they accorded the railway involved in the July 2013 oil-train runaway that caused the deaths of 47 people at Lac-Megantic, Quebec. In an unsettling revelation to Railway Age March 10, Christine Collins, national president of the Union of Canadian Transport Employees, said that Transport Canada inspectors had strongly recommended, in writing, that the now-defunct Montreal, Maine & Atlantic not be allowed to operate dangerous goods trains with just one crewman. The inspectors were overruled by at least one senior Transport Canada executive, said Collins. The executive left Transport Canada shortly after Lac-Megantic. "Our members told us they expressed their concern about the safety practices of the railway, but that their recommendations were disregarded by senior management," said Collins. Whoever overruled the inspectors by giving the lowly regarded company such special dispensation from normal operating rules "should be charged under the health and safety provisions of the Canada Labour Code," said Collins. No employee of Transport Canada has been publicly held to account for what proved to be a disastrous derogation from normal safety policy. Why MM&A was given special treatment has never been explained. Only the engineer and five other MM&A employees have been criminally charged under the Railway Safety Act and the Fisheries Act for negligence related to Lac-Megantic. Their trials are pending. Until now, it was widely believed that the MM&A train had slipped its automatic brakes, as air slowly leaked from the cylinders located on each of its 72 tank cars. In fact, only the locomotive's independent air brake was set to back up what tragically turned out to be an insufficient number of handbrakes set by the engineer before leaving the train unattended with the diesel engine running to maintain air pressure. When firefighters arrived to extinguish a fire in the diesel engine, they shut down the locomotive. It was not restarted before a railway employee left the train unattended, for the second time that night. Astonishingly, MM&A policy expressly forbade the application of automatic brakes before leaving trains unattended even trains parked at the top of a long downgrade, and loaded with hazardous materials. While contention clouds the notion that automatic brakes should be applied as a belt to the suspenders of hand brakes, there seems little reason to doubt that application of the automatic brakes would have, at the very least, delayed the Lac-Megantic runaway by several hours, enough time for the patrons of the town's nightspots to close, effectively vacating the downtown area.

This logical but nonetheless provocative proposition was advanced March 8th, 2016 by the Globe and Mail, which retrieved a heretofore-unreported, but critically important sentence in the 2014 investigation report (mea culpa on behalf of all journalists who covered this story): "While MM&A instructions did not allow the automatic brakes to be set, following a proper hand-brake effectiveness test, doing so would have acted as a temporary, secondary defense, one that likely would have kept the train secured, even after the eventual release of the independent brakes." In an apparently contradictory statement March 9th, Transportation Safety Board Chair Kathy Fox said: "Air brakes are known to leak; and the rate of leakage is completely unpredictable on any given railcar, at any given time. Since there are other solutions that are permanent, it is preferable that railways use ones that would ensure that equipment is secured for indefinite periods. For this reason, we object to the assertion that these "would have been a sufficient backup to the hand brakes." One indisputable assertion is that Canada's rail safety regime is in a state of internal disarray and public disrepute. Upon his appointment late last year, the country's new Transport Minister, Marc Garneau, promised to make reform of rail regulation a priority. Industry observers will be scrutinizing the government's March 22 budget for promises of investment in bureaucratic reform.  (Railway Age June 2016 - David Thomas).

 This sobering photo taken near Nantes, Quebec just one day before the incident, shows the actual five unit MM&A train locomotive consist enroute to Lac-Megantic. The lead locomotive was C30-7 (MMA 5017), the MM&A Remote Control Caboose followed by these four MMA six-axle units behind, is the actual fateful  lash-up of the runaway loaded crude oil tank train the following night just after midnight!  MM&A C30-7 50i7 was not allowed to be sold at the MM&A Assets Auction in 2014, and remains to this day stored in a siding not far from the diesel shop in Derby, ME.  (Photo CRO ARCHIVES 2013)

After two years of absence, on June 4th 2016, the "Orford Express" returned to Eastman, QC.  Francois Jolin shot the train as it rumbled high above Lac D'Argent, Quebec led by FL9 (FLNX 484), which was repaired this Spring.  It was repainted and now has a Flexi-Coil front truck (replacing the Bad Order Blomberg lead truck), and is the only FL9 in the whole world to have one!  She is shown on the Central Maine and Quebec Subdivision with the passenger consist on June 4th.
